- Most sea freight lands at Jebel Ali in Dubai. Khalifa Port suits a warehouse in Abu Dhabi.
- October 2026 quotes put LCL to the UAE at about USD 120–180 per cbm plus fees, and a 20ft container to Jebel Ali at USD 3,992–4,952. A 20ft starts to beat LCL at around 20 cbm.
- Your broker files the declaration on Mirsal, Dubai Customs' system. Duty is usually 5% of the CIF value, plus 5% VAT.
- Goods in a free zone pay no UAE duty until they enter the mainland. Re-exported stock never pays it.
- Regulated products such as electricals and toys need an ECAS certificate from MoIAT. Ask your forwarder to check it before departure.
The UAE is the Gulf's trading hub, and getting your stock there is quick. Sea freight from China often lands at Jebel Ali in under four weeks.
A good freight forwarder books the ship or plane, handles the paperwork and clears customs in Dubai or Abu Dhabi, so you can focus on selling.
This page shows you which port to use, what freight costs in October 2026, how UAE clearance works and when a free zone pays off. Then you'll find 11 independently researched forwarders that serve the Emirates. For the wider region, see our main list of freight forwarders in the Middle East.
When do you need a freight forwarder in the UAE?
You need one as soon as you send stock in bulk to a UAE warehouse. That might be your own store in Dubai, a 3PL in a free zone, Amazon FBA or noon FBN.
A forwarder plans the whole move. It books space with shipping lines and airlines, clears the goods at Jebel Ali, Khalifa Port or the airport and trucks them to your door.
You'll want one when:
- You restock a warehouse. Cartons, pallets or containers, not single parcels.
- You buy from factories abroad. Someone has to consolidate cartons and book the ocean or air leg.
- You hold stock for the whole GCC. A forwarder can land it in a free zone and re-export it later.
- You don't have a UAE company yet. Some forwarders and 3PLs can act as importer of record for you.
Sending single parcels straight to shoppers? A courier or a cross-border parcel line is simpler. Our guide to shipping from China to the UAE compares every mode, from express to full containers.
Which UAE port should your freight use?
Ship to the port closest to where your stock will live. For most ecommerce sellers, that's Jebel Ali.
| Jebel Ali, Dubai | Khalifa Port, Abu Dhabi | Sharjah ports | |
|---|---|---|---|
| Best for | Dubai, the northern Emirates and GCC re-export | Abu Dhabi and Al Ain warehouses | Sharjah and some east-coast services |
| Free zone next door | JAFZA (Jebel Ali Free Zone) | KEZAD | Hamriyah and SAIF Zone |
| Customs system | Dubai Customs (Mirsal) | Abu Dhabi Customs (ATLP) | Sharjah Customs |
| Sailings from China | The most direct services in the Gulf | Fewer direct calls | Mostly feeder or transhipment |
| Main airport | DXB and DWC | AUH | SHJ |
DP World says Jebel Ali links to more than 150 ports through over 80 weekly services. That choice of sailings is a big reason why rates to the UAE are lower than to Saudi Arabia.
By air, most ecommerce cargo lands at Dubai International (DXB) or Al Maktoum (DWC) in Dubai South. Pick the airport nearest your warehouse or free zone.
How much does freight to the UAE cost in 2026?
UAE lanes are cheaper and faster than Saudi ones, but rates still move week to week. Here's what forwarders were quoting from China in October 2026:
| Mode | Typical rate | Transit | Best for |
|---|---|---|---|
| FCL 20ft container to Jebel Ali | USD 3,992–4,952 | 12–25 days from south China | About 20 cbm and up |
| FCL 40ft container to Jebel Ali | USD 4,967–6,953 | 12–25 days from south China | Large restocks |
| LCL (shared container) | USD 120–180 per cbm, plus CFS and fixed fees | 10–23 days, plus consolidation | About 1–20 cbm |
| Air freight | USD 3.56–4 per kg for 1,000 kg and up | 2–4 days | Urgent or high-value stock |
Ports in north and east China, such as Qingdao or Shanghai, usually add 3–7 days at sea. Smaller air loads pay more per kilo.
LCL quotes carry two extra layers. Expect a CFS (container freight station) fee of about USD 40–85 per cbm. Then add fixed documents, terminal handling and delivery-order fees of about USD 160–320 per shipment.
Worked example: LCL or a 20ft container to Jebel Ali?
Say you're shipping 8 cbm of homeware from Shenzhen to a warehouse in Dubai. Here's how an LCL quote adds up next to a full 20ft box:
| Line | LCL (8 cbm) | 20ft container |
|---|---|---|
| Ocean freight | 8 × USD 120–180 = USD 960–1,440 | USD 3,992–4,952 |
| CFS handling | 8 × USD 40–85 = USD 320–680 | Not charged |
| Docs, THC and delivery order | USD 160–320 | Usually included or quoted separately |
| Total before clearance | USD 1,440–2,440 | USD 3,992–4,952 |
At 8 cbm, LCL costs less than half as much as a container. But look at the extras: CFS and fixed fees add another 50–70% on top of the ocean freight.
At around 20 cbm, the two options cost about the same. The ranges start to overlap from about 14 cbm, so ask for both prices once you get close.

Red Sea and Hormuz tensions pushed Gulf rates up sharply: a 40ft to Jeddah went from ~$3,250–3,650 (mid-2025) to $8,200–12,000 (Aug 2026), and Oct 2026 quotes still run $6,600–9,400. Quotes are valid for days, not months.
Freight only. Excludes customs duty (5% of CIF), 5% import VAT, origin/destination charges (except LCL CFS/docs) and inland delivery.

Free zone or mainland: where should your stock land?
This is the biggest decision in UAE freight, and it changes your duty bill.
| Free zone (e.g. JAFZA) | UAE mainland | |
|---|---|---|
| UAE duty and VAT on arrival | None while goods stay in the zone | 5% duty plus 5% VAT on clearance |
| Selling to UAE shoppers | Duty and VAT paid when goods move to the mainland | Already paid, ready to ship |
| Re-export to Saudi Arabia and the GCC | No UAE duty paid on re-exported goods | UAE duty already paid; ask your broker about credit or refund |
| Licence you need | Free-zone company or a 3PL in the zone | Mainland trade licence, or an importer of record |
| Best for | Regional hubs and GCC re-export | Sellers whose orders are mostly in the UAE |
Many sellers hold stock in a free-zone 3PL and release batches to the mainland as orders come in. That way, you pay UAE duty only on what you sell in the UAE.
Your licence matters too. A free-zone company usually can't sell directly to UAE shoppers without a distributor, a mainland branch or a permit. Our guide to UAE free zone vs mainland explains the options.
How does UAE customs clearance work?
In Dubai, a licensed broker files your declaration on Mirsal, Dubai Customs' clearance system, usually through the Dubai Trade portal. Abu Dhabi uses ATLP, its own trade portal. Your forwarder either clears in-house or works with a broker it trusts.
Here's the flow for a typical commercial shipment into Dubai:
- 1
Confirm the importer
The importer needs a UAE trade licence and a Dubai Customs client code. A new code costs about AED 120. No UAE company? A forwarder or 3PL that offers importer-of-record or DDP service can import for you.
- 2
Classify your goods
The UAE uses 12-digit HS codes under the GCC tariff. A wrong code can mean a fine of about AED 500, so agree the codes with your broker before you ship.
- 3
Check product conformity
Regulated products, such as electricals, toys and tyres, need an ECAS certificate from MoIAT, the UAE Ministry of Industry. Cosmetics, food and wireless devices have their own approvals.
- 4
Send the documents
Commercial invoice with country of origin, packing list, bill of lading or air waybill, certificate of origin and any conformity certificates.
- 5
Broker files on Mirsal
Ideally before the vessel arrives. A declaration costs about AED 90 in government fees, on top of the broker's charge.
- 6
Pay duty, VAT and fees
Paid online through the customs system. VAT-registered importers can account for import VAT on their VAT return instead of paying it up front.
- 7
Collect and deliver
Once the goods are released and the delivery order is issued, the cargo is collected from the terminal or CFS and trucked to your warehouse.
ECAS sounds like a lot, but for most sellers it's a one-off for each product line. MoIAT's fees come to AED 1,720 per certificate, plus lab testing. Our ECAS product conformity guide explains which products need one.
What will you pay at the border?
For most products entering the UAE mainland, you pay duty and VAT on the CIF value (cost, insurance and freight):
| Charge | Rate | On USD 10,000 of goods (CIF) |
|---|---|---|
| Customs duty | 5% for most lines | USD 500 |
| Import VAT | 5% of CIF plus duty | USD 525 |
| Declaration fee | About AED 90 per declaration | About USD 25 |
| Total government charges | About USD 1,050 |
That's about half of what the same goods pay in Saudi Arabia, mainly because UAE VAT is 5%, not 15%. Some HS codes, such as tobacco, carry a higher duty, so check your lines before you price your products.

What should you ask a UAE forwarder before you book?
Send these questions to every forwarder on your shortlist before you sign anything. Clear, written answers are a good sign, and vague ones tell you just as much.
Need clearance only, because you already have a forwarder at origin? Compare customs brokers in the UAE instead.
Notes for Chinese sellers
- Buy FOB. Supplier-arranged CIF often comes with high destination charges at Jebel Ali.
- Pick the right origin port. Shenzhen and other south China ports are usually a few days faster to Jebel Ali than Qingdao or Shanghai.
- Use the hub. Many Chinese brands selling in the UAE from China keep one stock pool in a Dubai free zone and serve the whole GCC from it.
- Plugs matter. Electricals for the UAE need the three-pin plug (BS 1363), and many need ECAS.
- Parcel lines for B2C. DDP air lines bundle freight, clearance and last mile, and many collect cash on delivery.
Notes for sellers re-exporting to Saudi Arabia
- Keep it in the free zone. Then you pay duty once, in Saudi Arabia, not twice.
- Saudi rules still apply. Goods are re-declared at the Saudi border, such as Al Batha, with Saudi duty, 15% VAT and SABER certificates.
- Truck it. Aramex, NAQEL and Shipa run road freight from Dubai to Saudi Arabia.
- Watch your volume. Once most orders come from Saudi shoppers, a Saudi warehouse is often faster. Compare freight forwarders in Saudi Arabia for direct shipping.
Notes for Amazon and noon sellers
- Book the slot. Amazon and noon fulfilment centres in the UAE accept deliveries by appointment, so ask your forwarder to handle the booking.
- Clear to the mainland. Stock for FBA or FBN must be cleared and duty-paid before delivery, unless your programme says otherwise.
- Label before departure. Apply carton and unit labels at origin, not at Jebel Ali. The Amazon FBA UAE prep rules list what each carton needs.
- Ship peak stock early. Ramadan, White Friday and Dubai Shopping Festival slots fill fast.

Frequently asked questions
The best one is the one that's strongest on your lane. For a few cubic metres from China, a China-origin consolidator is usually cheapest. For regular containers, pick a forwarder with its own Jebel Ali office. Send the same shipment details to three and compare the all-in price to your door.
