Shipping from Dubai to Saudi Arabia: Parcels, Trucking, Duty & VAT

Small orders go by courier: about SAR 55–98 a parcel plus a SAR 15 customs fee, in 2–5 days. Stock goes by truck through the Al Ghuwaifat–Al Batha border, about 2–3 days to Riyadh. Non-GCC goods are re-declared in Saudi Arabia and pay Saudi duty (mostly 5%) and 15% VAT.

Key takeaways
  • Parcels from Dubai to Saudi shoppers cost about SAR 55–98 each, plus a SAR 15 ZATCA fee, and arrive in 2–5 days.
  • A full truck from Dubai to Riyadh costs roughly AED 4,500–7,500 and takes 2–3 days. Shared LTL space runs about USD 90–180 per cbm.
  • Goods made in the GCC cross duty-free with a certificate of origin. Everything else is re-declared at Al Batha and pays Saudi duty, mostly 5%.
  • Saudi VAT of 15% applies to every import, parcels included. Registered sellers can reclaim it on bulk stock.
  • Start in Dubai. Add Riyadh stock at about 30% Saudi orders, and move everything there only above about 45%.

Dubai is the Gulf's warehouse. And Saudi Arabia is the biggest crowd of online shoppers right next door.

Getting goods across is a well-worn road. Trucks leave Dubai every day, and couriers deliver Dubai orders to Riyadh in a few days.

There are two ways to do it. Ship each order as a parcel, or truck your stock across in bulk and deliver locally.

You'll see what each costs in 2026, how the border works, which documents you need and how duty and VAT apply. There's also a worked example and a simple rule for when to move stock to Riyadh. It's part of our shipping guides for GCC sellers.

How do you ship from Dubai to Saudi Arabia?

You either send each order as a parcel or move your stock by truck. Most sellers start with parcels and add trucking as Saudi orders grow.

Shipping parcels to Saudi shoppers

A courier picks up from your Dubai warehouse, clears each parcel at the border and delivers to the shopper's door. It's the simplest way to start.

Which couriers run Dubai to Saudi Arabia?

Several networks cover the lane, each with a different strength:

  • Aramex. Headquartered in Dubai, strong in express and COD across the GCC.
  • SMSA Express. Saudi-owned, with a land network into the Kingdom and the best reach into small towns.
  • DHL Express. The premium choice for urgent, high-value parcels.
  • J&T Express and iMile. Chinese-connected networks with sharp COD fees, popular with Chinese sellers.
  • Quiqup. Runs UAE-to-KSA fulfilment and can act as importer of record. Once a parcel is in the Kingdom, it delivers same-day in Riyadh.

Prices vary a lot. On OTO's Riyadh–Dubai lane, SMSA land cost about SAR 55 against SAR 98 for Aramex express. Compare two quotes before you sign, and see our guide to Saudi couriers for local delivery.

What does a parcel pay at Saudi customs?

Online orders under SAR 1,000 pay no Saudi duty. That limit covers goods, shipping and insurance together, and our guide to GCC duty-free thresholds compares it with the other five states.

Two charges still apply to every parcel:

  • 15% VAT on the order value.
  • A flat SAR 15 declaration fee, charged by ZATCA (the Zakat, Tax and Customs Authority) since October 2024.

Ship DDP (Delivered Duty Paid), so you pay both and the shopper pays nothing at the door. Surprise charges are a top reason COD parcels get refused.

Trucking stock from Dubai to Saudi Arabia

Bulk stock moves by road. It's the cheapest way to fill a Saudi warehouse or Amazon FBA and noon FBN stock in the Kingdom.

The route and the border

Trucks run about 1,000 km from Dubai to Riyadh. They leave the UAE at Al Ghuwaifat and enter Saudi Arabia at Al Batha, where ZATCA clears the cargo.

Normal clearance at the border takes about 3–6 hours, but queues of a day or more build before Ramadan and around Saudi holidays.

Once your file is lodged, Saudi customs releases green-lane cargo in under two hours. A physical inspection (red lane) adds about 2–5 business days.

Shared LTL trucks carry a few pallets at a time, so you can restock a Saudi 3PL without filling a whole trailer.

What does trucking cost?

Full truckload (FTL) means you hire the whole truck. Less than truckload (LTL) means you share it and pay by volume.

DestinationFull truck (40ft trailer unless noted)Transit (FTL)
Dammam / KhobarUSD 1,100–2,0001–2 days
RiyadhUSD 1,400–2,6002–3 days
Riyadh, 20-ton truckAED 4,500–7,5002–3 days
JeddahUSD 2,200–3,8004–5 days
LTL, any cityUSD 90–180 per cbmadd 1–3 days

Local UAE hauliers often quote smaller 20-ton trucks in dirhams, which can undercut a 40ft trailer.

None of these prices include duty, VAT, SABER or unloading. Budget about AED 200–600 per crossing for border paperwork, too.

Want three trucking quotes to compare? Our directory of UAE freight forwarders lists who runs this lane.

Which documents do you need at the border?

A clean file is what gets your truck through Al Batha in hours, not days. Your Saudi broker files the declaration on FASAH, ZATCA's single window, against these papers.

Sort them before the truck leaves Dubai:

  1. 1

Line up the importer of record

The importer of record (IOR) is the party legally responsible for the import. It must hold a Saudi CR (commercial registration). Use your own, or an IOR partner such as Quiqup, Locad or a forwarder's DDP service.

  2. 2

Prepare the commercial invoice and packing list

Show 12-digit HS codes, values, country of origin and net and gross weights. Customs checks the packing list line by line against the declaration.

  3. 3

    Get the certificate of origin

A UAE chamber certificate of origin proves where goods were made. GCC-made goods need it to cross duty-free. Non-GCC goods still need the true origin, such as China.

  4. 4

    Check SABER and other approvals

SASO-regulated products need a SABER product certificate (SAR 500) and a shipment certificate (SAR 350) for each consignment. Cosmetics, food and supplements need SFDA approval.

  5. 5

File the UAE exit and Saudi entry

Your UAE forwarder files the exit or re-export declaration with Dubai Customs. Your Saudi broker files on FASAH before the truck reaches Al Batha.

  6. 6

Pay duty and VAT, then release

Pay duty, the 0.15% customs fee and 15% VAT through FASAH. Once released, the truck drives on to your warehouse.

Do you pay duty twice when goods leave Dubai?

No, if you set it up right. What you pay in Saudi Arabia depends on where the goods were made and how they sat in the UAE.

The six GCC states run a customs union with a common 5% tariff. Here's how it plays out at the border:

  • Made in the GCC. Goods with at least 40% local value added cross duty-free with a certificate of origin.
  • Made elsewhere, held in a UAE free zone. They never paid UAE duty, so they pay Saudi duty once, mostly 5% of the CIF value.
  • Made elsewhere, cleared to the UAE mainland. UAE duty is already paid. Saudi customs still re-declares the goods, and the GCC credit or refund is often slow.

That's why most sellers hold Saudi-bound stock in a free zone such as JAFZA. Our guide to UAE free zones for ecommerce shows how to set one up.

How does Saudi VAT work on stock?

Saudi Arabia charges 15% VAT on every import. On stock, it's charged on the CIF value plus duty and fees.

The good news? If you're registered for Saudi VAT, you reclaim import VAT as input tax. It hits your cash flow, not your margin.

Non-resident sellers can register too, as our guide to Saudi VAT for non-resident sellers explains.

The full rates and thresholds are in our guide to GCC customs duties.

Worked example: trucking 3,000 units to a Riyadh 3PL

Say a seller keeps China-made kitchen accessories in a JAFZA warehouse. They send 3,000 units by full truck to a Riyadh 3PL (third-party logistics warehouse).

Each unit is worth SAR 50, and the truck is a mid-range AED 6,000. Insurance is 0.5% of the goods, and the goods are SASO-regulated and pay the default duty.

Leave out the reclaimable VAT, and the move costs about SAR 15,770. That's roughly SAR 5.26 per unit.

Compare that with parcels. The SAR 15 customs fee alone is nearly three times as much, before the courier charge. Each order then goes out locally for SAR 10–22.

When should you move stock to Riyadh?

Start in Dubai, and ship Saudi orders as parcels. Add a Riyadh warehouse for Saudi orders once Saudi Arabia reaches about 30% of your orders.

Why that point? Each Saudi order shipped locally costs about a third as much and arrives days sooner. Below 30%, a second warehouse isn't worth its fees.

Moving everything to Riyadh only pays off above about 45% Saudi orders. Below that, too many UAE orders would turn cross-border.

For the cost-per-order maths, see our comparison of a Saudi vs UAE 3PL. Chinese brands can follow the same rule in Dubai vs Riyadh overseas warehouses.

Notes for Chinese sellers

  • Dubai is a natural first stop. Sea freight to Jebel Ali costs less per cbm, and free-zone stock waits duty-free until you know where it sells.
  • China origin means Saudi duty. There's no GCC–China free trade agreement, so goods pay the standard rate when trucked into Saudi Arabia.
  • Certify before you ship from China. SABER certificates are easiest to arrange before stock reaches Dubai.
  • Full containers can skip Dubai. If a container is all for Saudi buyers, ship it straight to Dammam or Jeddah. See shipping from China to Saudi Arabia.

Notes for UAE and GCC manufacturers

  • Your origin is your advantage. Goods made in the UAE with at least 40% local value added enter Saudi Arabia duty-free.
  • Get the chamber certificate every time. Without it, Saudi customs treats the goods as foreign and charges duty.
  • VAT still applies. Duty-free doesn't mean VAT-free, so the 15% is due on import.

Frequently asked questions

Yes. A 20ft container to Dammam costs about USD 500–1,100 and takes 3–6 days, and Riyadh adds a truck leg. Road is usually faster door to door. Sea makes sense for heavy or bulky cargo headed for the Eastern Province or Jeddah.
