- Most UAE 3PLs sit in JAFZA, Dubai South or mainland areas such as DIP. Free-zone stock pays UAE duty only when it enters the mainland.
- Fulfilment in Dubai costs about AED 11 to 55+ per order, delivery included. Pick and pack plus delivery is most of the bill.
- A 3PL usually beats running your own Dubai warehouse until you're shipping thousands of orders a month.
- Agree a weekly COD payout in writing. Weekly remittance is common in the UAE.
- Dubai can serve Saudi Arabia too, but goods are re-declared at the Saudi border with 15% VAT. Move stock to Riyadh once Saudi orders take off.
Dubai is the easiest place in the Gulf to hand your fulfilment to someone else. The 3PL market is mature, set-up is quick and same-day delivery is normal.
A 3PL (third-party logistics provider) stores your stock, packs every order and passes it to a courier. You focus on selling.
This page shows where your stock should sit, what fulfilment costs in AED, how COD payouts work and when Dubai can serve Saudi Arabia too. Then you'll find 9 independently researched providers that serve the UAE.
For the wider region and our full worked cost example, see the main list of 3PL and fulfilment companies in the Middle East.
When do you need a 3PL in the UAE?
You need one when packing orders starts to hold your business back. That's usually a few dozen orders a day, or the moment you want stock close to UAE shoppers.
You'll want one when:
- You sell to the UAE from abroad. Stock in Dubai means same-day or next-day delivery instead of a week in transit.
- You offer cash on delivery. A 3PL linked to COD couriers collects the cash and pays it back to you.
- You sell on several channels. One Dubai stock pool can serve Shopify, Instagram, Amazon.ae and noon.
- You want one hub for the GCC. Free-zone stock can be shipped on to Saudi Arabia, Oman and Kuwait.
Selling only on Amazon or noon? Their own programmes may be enough for now. We compare them with independent 3PLs further down.
Where should your stock sit in Dubai?
Most UAE ecommerce 3PLs run warehouses in one of three places. The choice changes when you pay duty, not just how fast you deliver.
| JAFZA (Jebel Ali Free Zone) | Dubai South (incl. EZDubai) | Mainland (e.g. DIP, Umm Ramool) | |
|---|---|---|---|
| Type | Free zone next to Jebel Ali port | Free zone and logistics district by Al Maktoum airport (DWC) | Duty-paid industrial areas inside Dubai |
| UAE duty and VAT | Paid when goods move to the mainland | Paid when goods move to the mainland | Paid when the stock is cleared in |
| Best for | Sea-freight stock and GCC re-export | Ecommerce fulfilment, returns and air cargo | Sellers whose orders are almost all in the UAE |
| Who's there | 11,000+ companies, plus noon's Jebel Ali FBN warehouse | Amazon, DHL and Aramex run operations here | Many tech-led 3PLs; Locad lists centres in DIP and Umm Ramool |
Here's why it matters. Stock in a free zone pays no UAE duty while it sits there, and none at all if you re-export it.
When you sell to a UAE shopper, the goods leave the zone and you pay 5% duty plus 5% VAT on that batch. Many 3PLs handle this release for you.
Mainland stock is simpler if you only sell in the UAE. You pay duty once, on arrival, and every unit is ready to ship.

Your licence matters too. A free-zone company usually can't sell straight to UAE shoppers without a mainland licence, a distributor or a permit. Our guide to UAE free zone vs mainland explains the options.
What does fulfilment cost in Dubai?
UAE 3PLs quote separate fee lines in AED rather than one price. Few publish full rate cards, so you'll compare quotes line by line.
| Fee line | Usually charged | Typical UAE range |
|---|---|---|
| Inbound receiving | Per carton or pallet | AED 2–5 per carton |
| Storage | Per cbm per month | AED 45–110 (Quiqup's example: AED 60) |
| Pick and pack | Per order, plus extra items | AED 5–20 per order |
| Packaging | Per order | AED 1–5 |
| Last-mile delivery | Per parcel, by emirate and weight | AED 12–25 |
| Returns | Per return, plus reverse shipping | AED 5–15 |
Take a Dubai skincare brand on Shopify. It ships 500 orders a month at 1.5 units per order. Its stock fills 4 cbm of shelf space.
At mid-range fees, a 3PL charges it about AED 31 per order, delivery included. Pick and pack plus delivery make up 86% of that bill, so get those two lines right first. The full breakdown is in our main 3PL guide.
Is a 3PL cheaper than your own Dubai warehouse?
For most growing brands, yes. Here's the same 500-order month, done in-house and at a 3PL:
| Cost line | Your own warehouse | A 3PL |
|---|---|---|
| Space | 1,000 sq ft at AED 25–35 per sq ft a year: AED 2,083–2,917 | 4 cbm at AED 60: AED 240 |
| People and handling | 2 packers at AED 3,000–4,500 each: AED 6,000–9,000 | Receiving AED 120, pick and pack AED 6,500 |
| Monthly total | AED 8,083–11,917 | AED 6,860 |
| Per order | AED 16.17–23.83 | AED 13.72 |
Running your own space costs AED 2.45–10.11 more per order. And that's before staff visas and warehouse software.
The gap narrows as you grow. Once you're shipping thousands of orders a month, your own space can pay off.
How do marketplace fees compare?
For one small item, marketplace fulfilment is hard to beat on price:
The catch? FBA and FBN fees only cover orders on that marketplace. Your Shopify and Instagram orders still need a 3PL.

How fast is delivery from a Dubai 3PL?
Fast. Stock in Dubai usually reaches Dubai shoppers the same day, and the other emirates the next day.
What decides your speed is the dispatch cut-off. Orders placed before it leave the same day, and later ones go tomorrow.
For example, Quiqup says it makes the first delivery attempt within 24 hours. It also says returns get back to merchants within 48 hours in Dubai and Abu Dhabi, and 72 hours in the other emirates.
Addresses are the main thing that slows UAE deliveries. They're often based on buildings and landmarks, so riders call shoppers to find them.
Ask your 3PL to collect a landmark and a phone number at checkout. It cuts failed first attempts.

For courier options, see our guide to UAE courier companies.
How does COD work with a UAE 3PL?
Cash on delivery is still common in the UAE, especially for new brands and first-time buyers. Your 3PL hands COD parcels to a courier, the rider collects the cash, and the money comes back to you minus fees.
Three things decide how well this works:
- The payout cycle. Weekly is common. Quiqup says it pays out COD weekly, and Jeebly guarantees payment within 7 days.
- The bank account. Payouts are in AED, usually to a UAE bank account. Foreign sellers need a 3PL or partner that pays out abroad.
- The refusal rate. UAE merchants often see 20–35% of COD orders come back before they fix confirmation and addresses. With WhatsApp confirmation, 8–15% is realistic.

Can you serve Saudi Arabia and the GCC from Dubai?
Yes. Many brands start this way, with one stock pool in a Dubai free zone that serves every Gulf market.
Here's how it works:
- Re-export without UAE duty. Goods leave the free zone for Saudi Arabia, Oman or Kuwait without paying UAE duty.
- The destination charges its own taxes. Goods for Saudi Arabia are re-declared at the border, for example at Al Batha. Saudi duty, 15% VAT and SABER rules apply.
- Some 3PLs run the whole route. Quiqup says its UAE-to-KSA service delivers same day in Riyadh and next day in major Saudi cities, and can act as importer of record.
- noon has its own route. UAE companies can sell to Saudi shoppers through noon's Global Store, with FBN stock in Jebel Ali serving both markets.
When should you add a Saudi warehouse? A common rule is once Saudi Arabia reaches about 30% of your orders. Local stock then pays off through faster delivery and fewer refused COD orders.
When you get there, compare 3PL and fulfilment companies in Saudi Arabia. Our guide to shipping from Dubai to Saudi Arabia covers the road route.
Amazon FBA, noon FBN or an independent 3PL?
All three work well in the UAE. The right one depends on where your orders come from.
| Amazon FBA (Amazon.ae) | noon FBN | Independent 3PL | |
|---|---|---|---|
| Orders covered | Amazon.ae orders only | noon orders only | Every channel: Shopify, Instagram, Amazon, noon |
| Pricing | Published per-unit fee plus storage | Published per-unit fee plus storage | Quote-based fee lines |
| Fulfilment fee, small parcel | AED 8.5–10.5 | AED 8–10 | About AED 29 with delivery (mid-range) |
| Monthly storage | AED 2 per cubic foot | AED 1.75 per cubic foot (from 1 Oct 2026) | AED 45–110 per cbm |
| Delivery badge | Prime | noon Express | None, but same-day on your own store |
| COD handled for you | Through the 3PL's couriers |
Many sellers use both. The marketplace programme handles marketplace orders, and a 3PL holds everything else.
Our comparison of noon fulfilment vs an independent 3PL shows where the line falls. For Amazon's inbound steps, see the Amazon FBA UAE guide.

How do you choose a UAE 3PL?
Start with your orders and your markets. Once you know those, the shortlist gets short.
- 1
Profile your orders
Write down monthly orders, SKUs, units per order, cubic metres of stock and your COD share. Every UAE quote depends on these numbers.
- 2
Pick free zone or mainland
Choose a free-zone warehouse if you'll re-export to the GCC. Choose mainland stock if almost every order is in the UAE.
- 3
Confirm the importer
Someone needs a UAE trade licence and a customs client code to bring stock in. No UAE company yet? Ask whether the 3PL can act as importer of record.
- 4
Check integrations and couriers
Confirm a live link to Shopify, WooCommerce, Amazon.ae or noon. Ask which couriers deliver your orders and what the same-day cut-off is.
- 5
Model the full rate card
Ask for every AED fee line and a sample invoice for one real month of your orders. Then pilot with your best sellers for a month.
What should you ask a UAE 3PL before you sign?
Send the same questions to every 3PL on your shortlist. Clear, written answers make the comparison easy.

Notes for foreign and Chinese sellers
- Sort out the importer first. Locad and Shipa say they offer importer-of-record or destination clearance services.
- Consolidate at origin. Shipa says it runs fulfilment at origin and destination, so cartons from several factories can travel as one shipment.
- Pick the warehouse for your freight. Sea freight lands at Jebel Ali, so a JAFZA 3PL saves a trucking leg. Air cargo suits Dubai South, next to Al Maktoum airport.
- Label before you ship. Arabic labels and barcodes applied at the factory save relabelling fees in Dubai.
For the freight leg, compare freight forwarders in the UAE. The full route is in our guide to selling in the UAE from China.
Notes for brands growing into Saudi Arabia
- Use one stock pool at first. A single Dubai free-zone pool serves both markets until Saudi volume justifies a split.
- Check SABER early. Saudi rules apply when goods cross the border, even if they're fine in the UAE.
- Watch delivery times. Cross-border orders take a few days longer than local Saudi stock.
- Plan the second warehouse. Riyadh is the usual first Saudi location.
Our guide to expanding from the UAE to Saudi Arabia covers the full move.
