- NGS is for companies registered in China. You need a Chinese business licence, but no UAE or Saudi licence and no Gulf VAT number.
- You reach shoppers in the UAE, Saudi Arabia, Bahrain, Qatar, Kuwait and Oman from one setup.
- You pack each order and drop it at noon's Shenzhen hub. Noon handles freight, customs, duties, VAT and delivery.
- You set a USD transfer price per unit. Noon pays you exactly that after delivery, with nothing deducted.
- Use NGS to test products cheaply. Move your best-sellers into noon's Gulf warehouses (FBN) for faster delivery.
You can sell to shoppers in Dubai, Riyadh and four more Gulf countries without opening a company there. Noon built a programme for exactly that.
It's called noon Global Shipping, or NGS. If your company is registered in China, you can list products on noon, pack each order in China and let noon do the rest.
Noon flies the parcel to the Gulf, clears customs, pays the VAT and delivers it to the buyer. You get paid in US dollars.
Below you'll learn who can join, how an order moves, how pricing and payouts work, and the seven setup steps.
What is noon Global Shipping?
Noon Global Shipping is noon's cross-border programme for sellers in China. Cross-border means the goods stay in China until someone buys them.
Noon is the Gulf's home-grown marketplace. It was founded in 2017 and is backed by Saudi Arabia's sovereign wealth fund (PIF) and Emaar.
Here's the deal in one line: you handle the product, noon handles the journey. In practice that means:
- You: list products, set a price in USD, pack each order and drop it at noon's Shenzhen hub.
- Noon: international freight, customs clearance, import duties, VAT and last-mile delivery to the buyer's door.
You don't touch a Gulf customs form, and you don't register for VAT in the Gulf. Noon calculates and pays it.

Why sell to the Gulf through NGS?
The Gulf is a premium market with few Chinese sellers. That's a rare combination.
Here's why it's worth your time now:
- High prices. The Gulf imports most of its daily consumer goods, so shoppers pay for good products. An air fryer that costs CNY 150 at the factory sells for SAR 499 on noon.
- Little Chinese competition. Chinese sellers are under 10% of noon's sellers, far fewer than on Amazon.
- Fair traffic for new listings. Noon hides sales counts and doesn't make reviews the main gate for traffic. A strong new listing can rank without hundreds of ratings.
- Big shopping peaks. During Ramadan 2026, noon's orders rose 45% year on year.
- Low risk to test. You don't ship stock in advance. You only send a parcel when a buyer has already paid.
Bottom line? NGS is the lightest way for a Chinese factory or brand to find out what sells in the Gulf.
Who can join, and what documents do you need?
Any company registered in mainland China with a valid business licence can join. You don't need a UAE trade licence, a Saudi CR (commercial registration) or Gulf VAT.
Prepare these before you start:
- Business licence (营业执照). A valid Chinese commercial registration. You'll enter the licence number, registered name and address, issue and expiry dates, and upload a copy.
- Authorised signatory. The person who signs noon's NGS terms and conditions online.
- Tax status. Set to "Non VAT Registered". This is correct for NGS, because noon pays the VAT.
- A China warehouse address. Noon uses it only to track your stock levels, not to collect parcels.
- A payout account. A bank account, Payoneer, LianLian, WorldFirst or PingPong.
Noon's normal document rules still apply. Your licence must cover trading or manufacturing, and the name on every document must match. Our noon seller registration guide lists every route side by side.
How an order travels from Shenzhen to a Gulf buyer
You never ship bulk stock to the Gulf. Each order travels on its own, after the shopper buys.
- 1
A shopper orders
A buyer in Riyadh, Dubai or another Gulf city buys your product on noon and pays.
- 2
You pack the order
Pack it in your own sturdy packaging. You don't need noon-branded packing materials.
- 3
You drop it at the Shenzhen hub
Deliver the parcel to noon's parcel hub in Fuhai, Bao'an district, Shenzhen, within your processing time. Many sellers use a daily domestic courier.
- 4
Noon ships and clears it
Noon groups the parcels, flies them to the Gulf and clears customs. It pays the duties and VAT.
- 5
Noon delivers
Noon's last-mile network delivers to the buyer's door and confirms delivery.
- 6
You get paid
After delivery, noon pays your USD transfer price in full on its weekly payout cycle.

Your processing time is the time you promise to get an order to the hub. You set it per warehouse, so choose a time you can meet every day, including weekends and holidays.
Which countries can you reach?
NGS reaches shoppers in all six GCC (Gulf Cooperation Council) countries. During setup you create two stores, one for the UAE and one for Saudi Arabia, and your products reach shoppers in the other four too.
| Country | Covered by NGS | Why it matters |
|---|---|---|
| Saudi Arabia | ✓ | Biggest market in the Gulf, with 15% VAT that noon pays for you |
| UAE | ✓ | Richest shoppers and the region's trade hub, with 5% VAT |
| Kuwait | ✓ | Added to noon in March 2025 |
| Qatar | ✓ | Added to noon in March 2025 |
| Bahrain | ✓ | Noon runs a live Bahrain store |
| Oman | ✓ | Added to noon in March 2025 |
For most sellers, Saudi Arabia and the UAE bring most of the orders. The other four are a bonus you get with no extra work.
Pricing and fees: how the transfer price works
The transfer price is the amount you want to receive for one unit, in US dollars. It's the most important number in NGS.
Your transfer price should not include international shipping. Noon adds that on top, along with duties, VAT, customs clearance and its own markup. The total becomes the price the shopper sees.
So what does noon charge you? Nothing is taken from your payout.
There's no sign-up fee, no monthly fee and no referral fee deducted from the transfer price. Noon earns its margin inside the shopper price.
Example: a motion-sensor night light
Say you make motion-sensor night lights in Shenzhen. Here's what one sale looks like:
| Item | Per unit |
|---|---|
| Cost to make and pack | USD 3.20 |
| Domestic courier to the Shenzhen hub | USD 0.30 |
| Your transfer price | USD 7.50 |
| Your profit per unit | USD 4.00 |
You receive USD 7.50 for each delivered unit. Your costs are USD 3.50, so you keep USD 4.00.
The shopper pays more, because noon adds freight, duties, VAT and its markup.
That's why the shopper price is worth watching. If it looks high next to similar products, lower your transfer price a little and compare your sales.
Selling through a local account instead? Then you pay commission and fulfilment fees directly. Our noon seller fees guide has the full rate cards.
How long does delivery take?
There's no single delivery time for NGS. The shopper sees a delivery date at checkout, based on the product and the destination.
Each order flies from China and clears customs on arrival. So NGS takes longer than noon Express, where stock already sits in a Gulf warehouse and can arrive within 24 hours.
For context, air freight from China to Dubai usually takes 3–7 days in transit. Customs clearance and last-mile delivery come on top.
Two things keep your delivery times short:
- Meet your processing time. A parcel that reaches the hub late is late for the buyer too.
- Move fast-sellers into the Gulf. Once a product sells steadily, local stock gives faster delivery and the Express badge.
How and when you get paid
Noon pays your transfer price after the order is delivered. Payouts are in US dollars.
You can receive money through any of these:
- Bank account in the company's name
- PingPong, noon's official payment partner since April 2026
- LianLian, which added USD collection for noon in 2026
- WorldFirst
- Payoneer
You must add and get approval for a payout method before your store can go live. Payments follow noon's weekly payout cycle, explained in when noon pays sellers.
Which provider should you pick? Compare the FX spread and withdrawal fees, because they decide how much reaches your Chinese bank account. Our guide to payout providers for Chinese sellers compares them.
What happens to returns?
Returns don't go back to China. That saves you an expensive return trip.
Noon checks every returned item:
- Saleable items become local FBN (Fulfilled by noon) stock in the Gulf, sold under the FBN rate card. Storage is free for up to 60 days.
- Non-saleable items are liquidated in the UAE or Saudi Arabia. There's no removal fee, but you get no money from them. You can ask for them to be sent back to your warehouse instead.
Here's the upside. Saleable returns become your first local stock, sold with noon's faster delivery.
If you don't set a price for them, noon uses a default one, so set your own.
Clear photos, accurate sizes and good packing keep returns low. See our tips on noon returns and seller policies.

Watch for the next summit through noon's China recruitment team. Meeting them in person is the quickest way to get your questions answered.
When to move from NGS to FBN
NGS is the best way to test. FBN is usually the best way to scale.
FBN means you ship stock in bulk to noon's warehouses in the UAE or Saudi Arabia. Noon stores, packs and delivers it, and your listings get the noon Express badge. Noon says Express listings convert about 60% better.
| noon Global Shipping (NGS) | Fulfilled by noon (FBN) | |
|---|---|---|
| Where stock sits | In China | Noon warehouses in the UAE or Saudi Arabia |
| Gulf company or VAT | Not needed | Check with noon once you hold local stock |
| Upfront stock | None | You ship cartons in advance |
| Delivery speed | Cross-border | Fast, with the noon Express badge |
| Who sets the shopper price | Noon, from your transfer price | You |
| Fees | Built into the shopper price | Commission, outbound and storage fees |
| Best for | Testing new products | Proven best-sellers |
A simple plan works well:
- Test 20–30 products on NGS.
- Watch which ones sell every week.
- Ship those best-sellers by sea to noon's warehouses.
- Keep testing new products on NGS.
Check the sea freight cost for your first FBN shipment:
China → Gulf shipping cost estimator
Compare sea FCL, sea LCL, air freight and express for your shipment
For cost per unit
- Incl. CFS & docs (origin and destination CFS, docs, THC/D/O)
- Billed on 1 cbm = 1,000 kg, min 1 cbm
- Rate quoted for >1,000 kg; smaller loads cost more
- Usually uneconomic above ~70 kg
Red Sea and Hormuz tensions pushed Gulf rates up sharply: a 40ft to Jeddah went from ~$3,250–3,650 (mid-2025) to $8,200–12,000 (Aug 2026), and Oct 2026 quotes still run $6,600–9,400. Quotes are valid for days, not months.
Freight only. Excludes customs duty (5% of CIF), 5% import VAT, origin/destination charges (except LCL CFS/docs) and inland delivery.
Indicative estimates based on forwarder quotes and market indices from Aug–Oct 2026; confirm with your forwarder.

Notes for factories
- Start with products you already make well. NGS rewards good quality and accurate listings more than the lowest price.
- Watch for direct purchasing. Noon is exploring buying straight from industrial-belt factories, which could become a second channel for you.
- Plan daily hub runs. If your factory is outside Shenzhen, budget for a daily courier to Bao'an.
Notes for regulated products
- Check your category first. Noon's prohibited and restricted items policy applies to NGS like any other route.
- Saudi rules are stricter. Electrical goods, toys and other regulated items often need conformity certificates in Saudi Arabia. See our SABER certification guide.
- Cosmetics, food and supplements need extra approvals in the Gulf. Test easier categories first.
Notes for Gulf traders who source from China
- NGS needs a company registered in China. A UAE or Saudi trading company sourcing from China can't use it.
- UAE companies can sell into Saudi Arabia through noon's Global Store. Other foreign companies can use the international seller route with Gulf VAT.
- See selling on noon as a foreign company for those options, or the China sellers hub for the full China-to-Gulf picture.
Frequently asked questions
Yes. Noon charges no sign-up fee and no monthly fee. Your costs are your product, your packing and the trip from your factory to the Shenzhen hub. The only other cost is your payout provider's FX spread or withdrawal fee.
