GCC Duty-Free Thresholds by Country: 2026 Parcel Limits

Personal ecommerce parcels enter the GCC duty-free up to a limit set by each country: below SAR 1,000 in Saudi Arabia, up to AED 1,000 in Dubai, QAR 1,000 in Qatar, KWD 100 in Kuwait, OMR 100 in Oman and below BHD 100 in Bahrain. VAT is a separate rule: Saudi Arabia charges 15% from the first riyal and the UAE 5%, while Qatar and Kuwait have no VAT.

Key takeaways
  • Five of the six GCC limits sit around USD 260–275 per parcel. Kuwait's KWD 100 is worth about USD 320.
  • The threshold waives duty, not always VAT. Saudi Arabia charges 15% VAT on every parcel, plus a flat SAR 15 customs fee.
  • Go over the limit and duty applies to the whole parcel value, not just the part above it.
  • Bahrain and Oman cut their limits to 100 dinars or rials in 2026, while Dubai raised its limit to AED 1,000.
  • Limits only cover personal B2C parcels. Stock you ship to a warehouse pays full duty at any value.

Here's the good news for cross-border sellers: most small Gulf orders pay no customs duty at all.

Every GCC country waives duty on personal parcels up to a set value. In five of the six, that limit works out at roughly USD 260–275 per order. That covers a big share of fashion, beauty and gadget baskets.

The catch? Duty and VAT follow different rules. A parcel can be duty-free and still pay 15% VAT in Saudi Arabia.

Below you'll find each country's current limit, what happens above it, the fees couriers add, and worked examples you can copy into your pricing.

What is a duty-free threshold?

A duty-free threshold (also called de minimis) is the value under which customs doesn't charge import duty on a parcel. In the GCC, duty above the limit is usually 5% of the CIF value.

CIF means cost, insurance and freight. So the limit counts what the shopper paid for the goods plus shipping, not just the product price.

Three rules apply across the region:

  • It's for personal B2C parcels. One order shipped to one shopper. Pallets and cartons sent to a warehouse pay full duty at any value.
  • VAT is a separate test. Bahrain waives VAT under its limit. Saudi Arabia and the UAE charge it on every parcel, and Oman's 5% belongs in your price too.
  • Some goods are always dutiable. Tobacco, e-cigarettes and alcohol pay at any value. In Saudi Arabia, goods that need another agency's permit lose the exemption too.

For the full tariff picture, see our guide to GCC customs duties.

A simple rule of thumb works across the region: keep a parcel's total under about USD 260 and it enters every GCC state duty-free.

Saudi Arabia: below SAR 1,000, VAT always

Saudi Arabia exempts personal orders from foreign online stores when the total is below SAR 1,000. ZATCA counts goods, shipping and insurance together.

VAT is never waived. Every parcel pays the flat customs fee, then VAT on the goods, shipping and that fee.

A parcel worth exactly SAR 1,000 pays duty, because the exemption needs it to be below that figure.

UAE: up to AED 1,000 in Dubai

Since August 2026, Dubai Customs has exempted ecommerce goods worth up to AED 1,000. Abu Dhabi uses the same figure.

VAT still applies to every parcel, duty-free or not.

Qatar: QAR 1,000, no VAT

Qatar's General Authority of Customs exempts personal parcels and mailings worth QAR 1,000 or less. Qatar has no VAT, so a parcel under the limit pays nothing at the border.

The QAR 3,000 figure you'll see quoted is the traveller baggage allowance. It doesn't cover online orders.

Kuwait: KWD 100, no VAT

Kuwait has exempted personal goods worth KWD 100 or less since July 2020. It has no VAT either, which makes it the most generous limit in the region in dollar terms.

Bahrain: below BHD 100, VAT waived too

Since May 2026, parcels at or above BHD 100 pay customs duty and VAT. The old limit was BHD 300.

Under BHD 100, Bahrain waives both duty and VAT. Many mid-priced orders now cross the line, so price orders near the line with taxes included.

Oman: OMR 100, VAT applies

From August 2026, Oman's personal online parcels are duty-free at OMR 100 or less. They must be for personal use and bought by a non-trader.

Plan on 5% VAT on Omani parcels whatever their value. Our GCC VAT rates guide covers when you'd need to register there.

Worked examples: the same order in six countries

Let's put two baskets through every country. Each uses the default GCC duty rate and fixed currency pegs, with shipping already in the total.

Saudi Arabia stands out because VAT is high and charged on every parcel. On the USD 200 order, taxes and fees add about 17% to the basket.

At USD 200, Qatar, Kuwait and Bahrain charge nothing at all. At USD 400, Qatar and Kuwait stay cheapest because they have no VAT. Shoppers there pay about USD 20 in duty, against roughly USD 88 in Saudi Arabia.

What happens when a parcel goes over the limit?

Duty then applies to the full parcel value, not just the amount above the limit. That creates a small cliff right at the threshold.

For example, compare two Saudi orders:

  • SAR 990. No duty, just the fee and VAT: SAR 165.75 in total.
  • SAR 1,010. Duty now applies to the whole amount. Taxes and fees jump to SAR 226.83.

So SAR 20 more in basket value costs the shopper about SAR 61 more in tax.

Bahrain's cliff is sharper, because VAT switches on at the same point. A BHD 99 parcel pays nothing. A BHD 101 parcel pays BHD 15.655 in duty and VAT.

What do couriers charge on top?

Government fees are only part of what a shopper might see. Couriers that pay duty and VAT for the parcel often bill a handling charge on top.

Here's what to expect:

  • Saudi Arabia. The SAR 15 fee is ZATCA's, not the courier's. Express couriers pay the duty and VAT to clear the parcel, then give the shopper a VAT receipt and the customs declaration.
  • Kuwait. Shoppers report couriers charging customs or clearance fees of about KD 1–4.8 even on duty-free parcels.
  • Oman. Some shoppers complain about customs charges billed without an itemised breakdown.
  • UAE. Dubai's AED 90 declaration fee applies to dutiable commercial imports, not to duty-free parcels.

Ask every carrier for its handling charge in writing before you promise "no fees at delivery". Our customs brokers directory lists firms that clear for sellers.

How do marketplaces and DDP shipping handle the threshold?

The cleanest option is DDP (Delivered Duty Paid). You or your carrier pay duty, VAT and fees before delivery, so the shopper pays nothing at the door.

That matters here. Cash on delivery is still common, and shoppers often refuse parcels with surprise charges. Each refusal costs you shipping both ways for no sale.

Here's how the main routes work:

  • noon Global Shipping. China-registered sellers drop goods at noon's Shenzhen hub. noon adds freight, duties and clearance to the customer price, pays destination VAT, and delivers to all six GCC states.
  • Amazon cross-border listings. Amazon.ae shows Kuwaiti shoppers landed prices with duties paid.
  • Amazon FBA stock. Amazon won't act as importer of record for inventory, and fulfilment centres turn away deliveries with duty unpaid. You or a forwarder ship it in DDP.
  • DDP parcel lines. Chinese consolidators run "special lines" that bundle air freight, clearance and last-mile delivery into one per-kg price.
  • Your own store. Collect duty and VAT at checkout and ship with a DDP courier account.

To stop refusals before they start, read how to cut COD returns and RTO.

Recent and pending changes

GCC states amended their common customs law in 2026, and two countries used it to tighten parcel rules straight away. Dubai went the other way.

  1. Jan–Mar 2023
    Dubai's short-lived AED 300 limit

Dubai cut its limit to AED 300 and reversed it two months later. Limits can move fast, so keep yours in one pricing setting.

  2. 6 Oct 2024
    Saudi flat parcel fee

Online-store parcels up to SAR 1,000 pay a flat SAR 15 instead of the 0.15% commercial fee. Add it to every Saudi DDP quote.

  3. 19 May 2026
    Bahrain cuts to BHD 100

The limit fell from BHD 300. A USD 400 order now carries about BHD 23 in duty and VAT, so collect it at checkout.

  4. Aug 2026
    Oman sets OMR 100

Royal Decree 28/2026 caps duty-free personal parcels at OMR 100. Above it, 5% duty applies to the whole parcel.

  5. 3 Aug 2026
    Dubai rises to AED 1,000

The only limit that rose in 2026. Duty-free B2C returns within 60 days make UAE returns cheaper to handle.

What should you watch next? Saudi Arabia, Qatar and Kuwait haven't changed their parcel limits under the amended law. ZATCA's April 2026 update still shows the Saudi rule unchanged.

Build the threshold into your price as a setting, not a hard-coded rule. Then a change is one edit.

Notes for Chinese sellers

  • Price to the lowest limit. Oman's OMR 100 sets the bar, so one rule works for a six-country store.
  • Use a DDP line or noon Global Shipping. Both handle clearance in each country for you.
  • SABER still applies. Regulated products need Saudi certificates even in small parcels. See our China to Saudi shipping guide.

Notes for sellers shipping from Dubai to the rest of the GCC

  • Each border is a new declaration. A parcel from a Dubai warehouse to Riyadh or Muscat is tested against the destination's limit and VAT.
  • Free-zone stock hasn't paid UAE duty. Re-exports from a free zone pay duty at the destination instead.
  • Bahrain and Oman need more care now. Their 100-unit limits catch more orders than before. Our GCC cross-border shipping guide covers the border steps.

Frequently asked questions

Don't. Splitting one order to dodge duty is undervaluation in another form, and ZATCA and Dubai Customs run risk engines that flag it. If an order is genuinely large, ship it as one parcel and price it with duty included.
