Packaging Suppliers in the UAE for Ecommerce Sellers

Dubai is one of the Gulf's biggest packaging hubs, with large makers in Jebel Ali, Dubai and Ras Al Khaimah. Small sellers usually start with 3PL or marketplace packaging, then order printed runs from a UAE manufacturer. Below are 5 independently researched packaging suppliers serving the UAE, plus noon prep costs and tips for supplying Saudi stock from Dubai.

Key takeaways
  • The UAE's big packaging makers sit in Dubai, Jebel Ali and Ras Al Khaimah, and most of them serve the whole GCC.
  • The 5 manufacturers in our UAE list sell mostly by quote. Small sellers start with 3PL packaging or a maker's online store.
  • noon charges AED 0.80 a unit to polybag and AED 2 to bubble wrap at FBN check-in in the UAE. Prepping at origin is cheaper at scale.
  • Qualifying UAE-made packaging moves into Saudi Arabia duty-free with a GCC certificate of origin.
  • Leave space on your retail pack for the ECAS mark if your product is regulated, and for a Saudi importer block if you sell there too.

The UAE is a packaging powerhouse. Some of the biggest carton, bag and film makers in the Middle East are based in Dubai.

For an online seller, that means short lead times and suppliers who already ship across the GCC. Your boxes can come from a plant a short drive from your warehouse.

The catch? The big UAE makers sell mostly by quote, at volume. So the smart route depends on your size.

Here's where UAE packaging is made, what noon prep costs on a real inbound, how Dubai boxes can serve Saudi orders, and 5 makers we researched independently. Box types, heat-proofing and sizing are in our main guide to packaging suppliers in the Middle East.

Who supplies ecommerce packaging in the UAE?

UAE sellers have three main routes. Your monthly orders decide which one fits.

Most new sellers start in the first column. Move to a manufacturer once your box sizes stop changing and your volumes are steady.

Each maker has a lean, so match it to what you sell:

  • Food, beauty and consumables. Falcon Pack and Al Bayader focus on bags, foil and food containers.
  • Printed flexible film. Huhtamaki makes pouches and film for FMCG brands, with large MOQs.
  • Cartons and bags. Hotpack and Napco cover corrugated boxes as well as bags, which suits most fashion, electronics and gift sellers.

Where is packaging made in the UAE?

UAE packaging is concentrated in Dubai's industrial belt, with a second cluster in Ras Al Khaimah.

Most UAE ecommerce stock sits in Dubai or a nearby free zone, so delivery from these makers is quick. Not sure where to keep stock? Compare 3PL and fulfilment companies in the UAE.

What does marketplace packing cost in the UAE?

noon will prep your stock at check-in, for a fee. It charges AED 0.80 a unit to polybag and AED 2 a unit to bubble wrap at FBN in the UAE.

That's fine for a test shipment. At volume, it adds up quickly.

Worked example: an inbound shipment of 3,000 units

Say you send noon 2,000 T-shirts that need polybags and 1,000 glass candles that need bubble wrap:

Prep lineUnitsnoon fee (AED)Total (AED)
Polybagging2,0000.801,600
Bubble wrap1,0002.002,000
Prep cost per shipment3,000–3,600

That's AED 3,600 before VAT, or AED 1.20 a unit, on every inbound like this one. The candles cost more than the T-shirts, even though there are half as many.

Ship the same stock already bagged and wrapped, and the noon prep line drops to zero. Your factory or a UAE 3PL will quote its own price for the work, so compare that quote with the FBN total.

What should a UAE retail pack carry?

Your shipping box can stay plain. The retail pack needs Arabic product information and, for regulated goods, the ECAS mark.

Brief your printer on three things:

  • Arabic and English text. UAE consumer law expects specifications, warranty and use details in Arabic, with English alongside.
  • Origin and importer. Country of origin plus the name of the UAE importer or brand owner.
  • Space for ECAS. Regulated products show the ECAS mark from MoIAT (the Ministry of Industry and Advanced Technology), and the label artwork is part of the ECAS file.

ECAS costs AED 1,720 per certificate, so lock the label design before you apply.

Fees and steps are in our ECAS certification guide. The full field list is in our GCC product labelling guide.

Can you use UAE packaging for Saudi orders?

Yes, and many sellers do. Dubai makers deliver across the GCC, and qualifying UAE-made goods move into Saudi Arabia duty-free with a GCC certificate of origin.

Two things change for Saudi stock:

  • The Saudi label rule. Since 1 October 2026, products under ten Saudi technical regulations must show the supplier's name and CR number. Print a swappable Saudi importer block on packs bound for the Kingdom.
  • VAT at the border. Courier-cleared DDP parcels from Dubai pay Saudi import VAT at the border. They usually don't trigger Saudi VAT registration, which starts once you hold stock in the Kingdom.

How do you pick a UAE packaging supplier?

Start with where you pack and which markets you ship to. Then compare makers on range, delivery and invoicing.

  1. 1

    Fix your packing point

A Jebel Ali, Dubai or other emirate warehouse. Ask each supplier how often it delivers there.

  2. 2

    Choose by product type

Food and beauty sellers look at bag and container makers. Fashion and electronics sellers need cartons and mailers.

  3. 3

Plan for every market you sell in

If stock goes to Saudi Arabia too, ask for a GCC certificate of origin and add the Saudi importer block.

  4. 4

Ask for a tax invoice with a TRN

So you can reclaim the 5% VAT on your return.

  5. 5

    Approve a printed sample

Check the Arabic, the ECAS space and the barcode position before the full run.

Notes for Chinese sellers

  • Leave the shipping boxes to Dubai. Ship retail-packed units from China, and let a UAE maker supply the outer mailers to your 3PL.
  • Book mailers for the week your stock clears Jebel Ali. Local makers are a short drive away, so there's no need to hold a month of boxes early.
  • Selling in Saudi Arabia too? See our list of packaging suppliers in Saudi Arabia for a Riyadh warehouse.

The full route is in our guide to shipping from China to the UAE.

Notes for UAE-based brands

  • Reorder locally. A UAE maker can top up everyday mailers quickly, so you can hold less packaging at your 3PL.
  • Ask about call-offs. Some makers keep your printed stock and deliver it monthly, which frees up paid storage space.
  • Get ready for e-invoices. UAE e-invoicing goes live on 1 January 2027 for the largest businesses. Everyone else follows on 1 July 2027. Check your accounting software can receive your suppliers' e-invoices.
  • Plan peak runs early. National Day, White Friday and Ramadan all lift order volumes, so book printed runs before the rush.

Frequently asked questions

Try your 3PL first, since most keep stock mailers and bill them per order. Hotpack also runs an online webstore, mostly food packaging but with some corrugated boxes. Local packaging shops in Dubai's industrial areas sell plain boxes by the pack.
