- You have three routes: marketplace fulfilment (FBA, FBN), a Dubai 3PL, or self-ship through couriers. Many brands run two at once.
- A Dubai 3PL usually costs AED 25–35 per order once next-day delivery and COD are added. Storage runs about AED 45–110 per cbm a month.
- Free zone stock pays no UAE duty or VAT until it's released to a UAE address, and it can be re-exported to the GCC without UAE duty.
- From the same Dubai shelf, Saudi orders arrive in 2–5 days as DDP parcels, with no Saudi VAT registration needed in most cases.
Dubai is where the Gulf's ecommerce stock lives. One warehouse here reaches UAE shoppers the next day and every other GCC country within a few days.
That's why so many brands start here. UAE shoppers spent AED 42.2 billion online in 2025, and they expect fast delivery.
You don't need your own warehouse to keep up. Amazon, noon and dozens of Dubai 3PLs (third-party logistics providers) store, pack and deliver for you, often with no minimum volume.
Here you'll see your options, what each costs per order, how free zones change your duty and VAT, and how to serve Saudi Arabia from the same shelf. It's part of our fulfilment guides for GCC sellers.
What are your fulfilment options in Dubai?
You have three routes, and most growing brands combine two of them.
| Marketplace fulfilment (FBA, FBN) | Dubai 3PL | Self-ship through couriers | |
|---|---|---|---|
| Who stores your stock | Amazon or noon | The 3PL, in a free zone or on the mainland | You |
| Which orders it covers | That marketplace only | Your store and every marketplace | Anything you pack |
| Typical cost | About AED 8–11 per small item, plus storage | About AED 25–35 per order with delivery | About AED 17–30 per parcel, plus your time |
| Delivery badge | Prime or noon Express | None, but same or next day is easy | None |
| Serves Saudi and the GCC | No, each country needs its own stock | Yes, as cross-border parcels | Yes, through GCC couriers |
| Best for | Marketplace-led sellers | Multi-channel brands | First orders and low volume |
FBA (Fulfilment by Amazon) and FBN (Fulfilled by noon) win on visibility. Prime and Express badges lift conversion, and the fee bundles delivery and returns.
A 3PL wins on reach. One pool of stock feeds Shopify, Salla, Zid, Amazon and noon, plus orders to Riyadh, Muscat or Kuwait City.
How much does fulfilment cost in Dubai?
A Dubai 3PL usually comes to AED 25–35 per order once delivery is included. The marketplace programmes look cheaper, but they only cover their own orders.
Here's what goes on a typical Dubai 3PL quote:
| Fee line | Usually charged | Typical range |
|---|---|---|
| Setup / onboarding | One-off | Often waived; up to AED 2,000 |
| Inbound receiving | Per carton or pallet | AED 2–5 per carton; AED 20–40 per pallet |
| Storage | Per cbm or pallet position, monthly | AED 45–110 per cbm |
| Pick and pack | Per order, plus extra items | AED 5–20 per order; +AED 1–3 per extra unit |
| Packaging | Per order | AED 1–5 |
| Next-day delivery | Per parcel | AED 17–30 across the UAE |
| COD handling | Per parcel | AED 5–15 |
| Returns processing | Per return | AED 5–15, plus the return leg |
Minimums vary a lot. Ecommerce 3PLs such as Quiqup start at 1 cbm with pay-as-you-go billing, while contract logistics firms expect pallets and a monthly minimum.
Marketplace fees are public. For a small item priced above AED 25, Amazon.ae charges AED 10.50 per unit.
Amazon storage adds AED 2 per cubic foot a month. Noon's FBN storage is AED 1.75 per cubic foot since October 2026.
Worked example: 400 orders a month
Say you run a Shopify skincare-accessories store from Dubai. You ship 400 single-item orders a month, each about 0.5 kg. You keep 2 cbm of stock, and 40% of buyers pay cash on delivery.
| Line | Calculation | Per order (AED) |
|---|---|---|
| Receiving | 40 cartons × AED 3 ÷ 400 orders | 0.30 |
| Storage | 2 cbm × AED 60 ÷ 400 orders | 0.30 |
| Pick and pack | Flat per order | 8.00 |
| Packaging | Flat per order | 2.00 |
| Next-day delivery | Domestic parcel | 17.00 |
| COD fee | AED 8 × 40% of orders | 3.20 |
| Total with a 3PL | about 31 |
Storage barely registers. Delivery is more than half the bill, so that's the line to negotiate.
Duty and VAT sit outside this bill. They're paid on the goods' value, either on arrival or as each batch leaves a free zone. Our UAE courier comparison breaks down the delivery line.
Free zone or mainland warehouse?
Pick a free zone warehouse if you'll ship to Saudi Arabia or the GCC. Pick a mainland one if you sell almost only to UAE shoppers and want the simplest paperwork.
Here's why it matters:
- Free zone stock waits. It pays no UAE duty or VAT until a batch is released to the mainland. Stock re-exported to another GCC country never pays UAE duty.
- Mainland stock is already cleared. Duty and VAT are paid once, on arrival, so every UAE order ships with no extra step.
Our guide to importing into the UAE works through both routes with a full container.
Three zones come up most for ecommerce stock:
| Zone | Next to | Best for |
|---|---|---|
| JAFZA (Jebel Ali Free Zone) | Jebel Ali Port | Sea-freight stock, big catalogues, GCC re-export |
| Dubai CommerCity | DXB airport | Ecommerce businesses wanting an office plus shared fulfilment |
| DAFZA (Dubai Airports Free Zone) | DXB airport | High-value, air-freighted goods like electronics and beauty |
JAFZA hosts more than 11,000 businesses, and noon keeps its Global Store stock there too. Dubai CommerCity was the region's first free zone built just for ecommerce.

Your licence is a separate choice from your warehouse. Most free zone ecommerce licences cover online delivery to UAE shoppers, but get the zone's written confirmation. Our free zone vs mainland guide covers the licence side.
How fast can you deliver across the UAE?
Next-day is the norm across all seven emirates. Same-day is common in Dubai if the order lands before about 11 am.
Same-day costs roughly double, at about AED 35–60 a parcel. Many brands offer it as a paid option and keep next-day as the free default.
How does COD work with a Dubai 3PL?
The courier collects cash or card at the door, then pays you back minus its fees. Good couriers remit weekly, and Jeebly guarantees seven days.
The real cost is refused parcels. Try your own mix here:

Can a Dubai warehouse serve Saudi Arabia and the GCC?
Yes, and it's how most brands enter Saudi Arabia. Each order leaves Dubai as its own parcel and arrives in two to five days.
A Saudi parcel costs about SAR 55–98 with the courier, plus a flat SAR 15 ZATCA customs fee. Ship it DDP (Delivered Duty Paid), so the shopper pays nothing at the door.
The 15% Saudi VAT is collected at the border. So these parcels usually don't make you register for Saudi VAT. That changes once you hold stock inside Saudi Arabia, where non-resident registration has no threshold.

FBA and FBN prep from a Dubai 3PL
Many Dubai 3PLs double as prep centres. They receive your factory shipment, label and bag each unit, then deliver cartons to Amazon or noon.
That keeps one master stock pool. You top up FBA and FBN every week or two, and your own store ships from the 3PL.
Ask for three things: the per-unit prep price, whether they book the warehouse delivery slot, and how fast they turn an inbound around.
How to choose a 3PL in Dubai
- 1
Profile your orders
Monthly orders, SKUs, units per order, stock in cbm, emirates, COD share and any GCC orders.
- 2
Decide free zone or mainland
Free zone if you'll ship beyond the UAE; mainland if nearly every order stays local.
- 3
Check integrations
Confirm live connections to Shopify, Salla, Zid, Amazon and noon.
- 4
Get a full rate card
Every fee line, the monthly minimum and exit fees. Model it against your own orders.
- 5
Agree SLAs in writing
99%+ pick accuracy, same-day dispatch before a cut-off, 24–48 hour receiving and a fixed COD payout day.
- 6
Pilot for a month or two
Send your fastest SKUs first and check accuracy, speed and payouts before you move everything.

Notes for Chinese sellers
- Ship LCL to Jebel Ali. Sea freight lands right next to JAFZA, so free zone 3PLs can receive within days of clearance.
- Label at the factory. Amazon and noon barcodes applied in China save prep fees in Dubai.
- Use an importer of record. Without a UAE company, pick a 3PL or forwarder that imports for you and delivers DDP to FBA.
Notes for Saudi-focused brands
- Keep parcels under SAR 1,000. Below that value, each Saudi order skips duty and pays only VAT and the SAR 15 fee.
- Add Riyadh when Saudi orders hit about 30%. Local stock then pays for itself through faster delivery and fewer refused COD parcels.
- Pick a 3PL with sites in both. Several Dubai 3PLs also run a Riyadh warehouse, which makes the move easy.

Frequently asked questions
Not always. Someone has to import your stock and be named on the customs paperwork. That can be your own free zone company, or a 3PL or forwarder offering an importer-of-record service. Foreign brands selling on Amazon.ae or noon often start with a partner and set up a company later.
