- Oman's e-commerce licence count roughly doubled in a year, to 19,366 by August 2026. The market is early and growing fast.
- Foreign brands can start cross-border on Amazon.ae or noon with no Omani licence. A local store needs an e-commerce licence, issued online.
- VAT is 5%, and customs collects it on every imported parcel, even under OMR 100. Non-residents register once they sell from stock inside Oman, through a tax representative.
- Personal online parcels worth OMR 100 or less enter duty-free. Above that, 5% customs duty applies.
- Offer OmanNet debit, cards, Apple Pay and confirmed COD. Tabby and Tamara don't operate in Oman.
Oman is the Gulf's quiet opportunity. It has 5.5 million people, 95% of them online, and far fewer brands competing than in Dubai or Riyadh.
And it's waking up fast. The number of licensed online sellers roughly doubled in a year, and the government now issues e-commerce licences online, automatically.
You can reach Omani shoppers three ways: through a marketplace, from your own store shipping out of Dubai, or with a local Omani company.
Here's how each route works, plus the licence, VAT, payments and delivery you need to get right. For the wider market picture, see our Oman ecommerce guide.
Why sell online in Oman?
Oman rewards early movers. Here's what's working in your favour:
- Shoppers are ready. Payments through Oman's local gateways grew 76% last year.
- Sellers are piling in. Instagram, TikTok and WhatsApp shops drove most of the licence boom.
- Big marketplaces just arrived. Noon started delivering to Oman in March 2025, joining Amazon.ae.
- The state is pushing. Online licences, the Maroof Oman trust mark and the new Maal debit card all make buying online easier.
- Room to own a category. Electronics and fashion are the biggest categories, and the field is still open.
Three ways to sell to Oman
Your route depends on where your company sits and how much you want to invest up front.
| Marketplace cross-border | Own store from Dubai | Omani company | |
|---|---|---|---|
| Best for | Testing demand fast | UAE brands adding Oman | Brands committing to Oman |
| Omani licence | |||
| Omani VAT | Marketplace handles it | 5% paid at customs on each parcel | Register above OMR 38,500 a year |
| Who collects payment | Amazon or noon | Your UAE gateway (cards, Apple Pay) | Your Omani gateway (OmanNet too) |
| Delivery to Muscat | 2–4 business days | Courier transit plus customs clearance | Same or next day in Muscat |
| Set-up effort | Low | Medium | Higher |
Most brands start on a marketplace, add their own store once sales prove out, and open an Omani entity only when volume justifies local stock.
How to start selling in Oman
Six steps take you from zero to your first Omani order:
- 1
Pick your route
Marketplace, own store from the UAE, or an Omani company. You can run more than one.
- 2
Sort the licence
Local sellers add the e-commerce licence on the Oman Business Platform. Cross-border sellers skip this step.
- 3
Plan for VAT
Cross-border parcels pay 5% VAT at customs. Hold stock in Oman and you register, through a tax representative if you're non-resident.
- 4
Set up payments
OmanNet debit, Visa and Mastercard, Apple Pay, and cash on delivery with WhatsApp confirmation.
- 5
Choose delivery
Road freight from Dubai, Asyad Express or Aramex for parcels, and a clear policy for regions outside Muscat.
- 6
Localise and launch
Price in OMR with three decimals, write in Arabic and English, and apply for Maroof Oman.
Do you need a licence to sell online in Oman?
Yes, if you sell from inside Oman. Ministerial Decision 499/2023 requires every website and social-media seller to hold an e-commerce licence.
There are two versions:
- Company licence. An Omani company adds the e-commerce activity to its commercial registration (CR).
- Freelancer licence. Omani nationals aged 18 or over can sell without a CR.
Both are issued online and automatically through the Oman Business Platform (business.gov.om), the service formerly known as Invest Easy. Log in, add the activity, enter your store or social link, and submit.
Then apply for Maroof Oman, the government's trust mark for online stores. Only 416 stores carried it in August 2026, so it still helps you stand out.
Foreign companies selling cross-border don't need this licence. The rules for all four smaller Gulf markets are in our guide to ecommerce rules in Qatar, Kuwait, Bahrain and Oman.
VAT and customs: what Oman adds to an order
Oman charges 5% VAT, and consumer prices must include it. That makes it one of the lightest tax markets in the Gulf.
How you pay it depends on where your stock sits:
- Parcels from abroad. Oman Customs collects 5% import VAT on every parcel, whatever its value. Ship DDP (delivered duty paid) and your courier pays it at the border for you, so you don't need an Omani VAT number.
- Stock inside Oman. Each sale is now an Omani supply. Non-residents register from the first one, with no threshold, through a responsible person (a local tax representative). Omani businesses register once sales pass OMR 38,500 a year.

Voluntary registration available
You are above the voluntary threshold. Registering lets you reclaim input VAT on stock, imports and ads, but you must then charge VAT and file returns.

Customs duty has a limit. Since August 2026, personal online parcels worth OMR 100 or less enter duty-free. Above that, the GCC's 5% duty applies to the parcel's value, shipping included.

How do Omani shoppers pay?
Omani shoppers pay with OmanNet debit cards, Visa and Mastercard, and Apple Pay. Cash on delivery (COD) is still bigger here than anywhere else in the Gulf, especially outside Muscat.
What does that mean for your checkout?
- OmanNet debit is the card most Omanis carry, and the cheapest to accept. It needs a gateway connected to the national switch.
- Apple Pay has been live since September 2024.
- COD wins first-time buyers. Confirm each order on WhatsApp before it ships.
- BNPL is limited. Tabby and Tamara don't cover Oman.
Here's the catch for foreign stores: a UAE gateway takes Omani cards and Apple Pay, but rarely OmanNet debit. Our guide to payment methods in Oman compares the gateways and their fees.
Marketplaces: Amazon.ae, noon and local players
Marketplaces are the fastest way in, because they handle payment, delivery and customs for you.
- Amazon.ae has shipped to Oman since 2020 under Global Export. Middle East FBA sellers are enrolled automatically, so eligible stock in your UAE account can already sell to Muscat. See our Amazon UAE seller guide.
- Noon has delivered to Oman since March 2025. One noon account reaches all six GCC countries.
- Local players include the LuLu app, talabat and InstaShop for groceries and quick commerce, and Akeed, Oman's first food-delivery app.
Omani founders mostly sell through their own store or social accounts, using platforms like Zid, which supports Omani stores.
Shipping to Oman from Dubai
Dubai is the natural hub for Oman. Trucks run from Dubai to Muscat through the Hatta–Al Wajajah crossing, one of three main road borders with the UAE.

Sellers use the route in three ways:
- Parcels. Ship each order from UAE stock by courier, with duty and VAT paid (DDP) so the shopper pays nothing at the door.
- Bulk stock. Truck pallets to an Omani warehouse once you have a local entity.
- Last mile. Asyad Express offers same-day and next-day delivery in Muscat.
Distance is the challenge. Muscat holds about 46% of the market, and Salalah is over 1,000 km away by road. Set longer delivery times for Dhofar and the interior, and expect more refused COD orders there.
Border documents, truck lanes and duty rules are in our GCC cross-border shipping guide.
Arabic or English?
Use both. Arabic is the official language and the one most Omanis shop in, while English serves expats and many business buyers.
A bilingual store also helps with the details shoppers check:
- Prices in OMR with three decimals, like OMR 9.900.
- Delivery, return and privacy pages in both languages.
- Clear Arabic labels for the debit and COD options.
The Consumer Protection Authority handles shopper complaints, so publish a clear return policy before launch.
Worked example: an Omani order from Dubai stock
Say you run a UAE skincare store and a shopper in Muscat orders. You ship DDP, so the courier pays Omani customs and bills you. Here's what that adds at two basket sizes:
| OMR 85 basket | OMR 120 basket | |
|---|---|---|
| Goods plus shipping | OMR 85.000 | OMR 120.000 |
| Under the OMR 100 limit? | Yes | No |
| Customs duty (5%) | OMR 0.000 | OMR 6.000 |
| Import VAT (5% of value plus duty) | OMR 4.250 | OMR 6.300 |
| Total border cost | OMR 4.250 | OMR 12.300 |
The smaller basket skips duty but still pays VAT. The bigger one costs almost three times as much at the border, because duty kicks in and VAT is charged on top of it.
So what should you do? Price VAT into every Omani order. Then keep bestsellers under OMR 100 per parcel, or split big orders where it makes sense.
Notes for foreign companies
- Start cross-border. Amazon.ae and noon need no Omani licence.
- VAT starts at the border. Cross-border parcels pay it at customs. Once you hold stock in Oman, you register from the first sale through a tax representative.
- Stripe needs a UAE company. It doesn't open accounts in Oman.
Notes for UAE sellers
- Oman is your easiest add-on. Same stock, a short road trip, and Oman's 5% VAT matches the UAE's.
- Your UAE VAT number stops at the border. Parcels pay Omani VAT at customs, and stock held in Oman needs its own registration.
- Our Shopify in Oman guide covers OMR pricing and gateways.
Notes for Omani founders
- Get the licence first. Gateways and Maroof Oman both expect it.
- Freelancer or company? The freelancer licence suits a solo start. A CR and company licence unlock more gateways and staff.
Notes for Chinese sellers
- Noon Global Shipping reaches Oman from a Shenzhen hub, with no Gulf licence or VAT needed. See noon Global Shipping for Chinese sellers.
- Ship by sea to Sohar once volumes grow. It's the port closest to Muscat and the UAE, and it suits pallets bound for an Omani warehouse.
Ready to launch? Oman is still early, and the brands that set up now will own their categories.
Frequently asked questions
No. Ministerial Decision 499/2023 treats social-media shops like websites, so an Instagram or WhatsApp seller based in Oman needs an e-commerce licence too. Social sellers drove most of the recent licence boom, and Omani nationals can use the freelancer licence without a CR.
